Poste proposé : Shipping Supervisor

Shipping Supervisor.

Duties:

The jobholder serves as the senior supervisory LE staff in the GSO/Customs and Shipping and Expediting Unit. The incumbent interacts with the Ministry of Foreign Affairs, with the Ministry of Transportation, local Customs and the Ministry of Finance to manage full customs and shipping operations and services to ICASS entities in Nouakchott. The incumbent directly supervises LE staff in the section. The incumbent also manages the expediting personnel and the clearance of household effects for incoming and outgoing employees. The incumbent coordinates shipments for support flights. In addition, he/she is the main point of contact for personnel effect shipments coming from and going to six Dispatch Agencies in the United States and Europe, and is the main point of contact for local and international service providers, and for all issues related the shipments of effects and supplies. Further, the incumbent provides guidance on the vehicles’ sale process for American Officers at Post. The employee reports directly to the Senior GSO Assistant. Responsible for facilitating the shipment of official property, equipment and personal effects for State, AID, PDO, DAO and other agencies of the U.S. Mission. Tracks shipments en route from U.S. Dispatch agents, the European Logistical Support Office (ELSO) in Belgium, the regional warehouse, or other shipping sources; and notifies the General Services Officer or the Management Officer of the status of items ordered. Arranges customs clearance for all incoming and outgoing shipments through contact with customs officers in Nouakchott. Also maintains liaison with working level personnel of shipping and transport companies to verify documentation required for customs clearances. Meets with airport officials or border officials to arrange special services (i.e. for support flights, UN, OSCE, IFOR, etc.) including special document preparation, customs fees, fuel charges, import tariffs, storage or impound fees, etc. Solicits bids for packing and shipment and necessary storage of personal effects, including POVs, for a Mission of over 50 USDH employees. Reviews bid proposals from shipping and transport companies and recommends the most cost-effective contractors for the job required.

Profil recherché pour le poste : Shipping Supervisor

Experience: A minimum of three years of progressively responsible work experience in shipping, customs, and related fields is required. 
Job Knowledge: She/he must have working knowledge of U.S. Government transportation regulations and procedures, including the Department of State and Department of Defense.  Must have good knowledge of global shipping practices and procedures for importing/exporting goods into/out of Nouakchott. Must have a good understanding of local Customs and tax laws applicable to diplomatic organizations.   Must have a good understanding of the Vienna Convention guarantees on the safe passage of personal use items for diplomatic personnel.  Must have good knowledge of standards of customer service and ICASS Service Standards. 

Education Requirements:
Two years of college studies is required.

Evaluations:
Language: Level IV English (Fluent) writing, reading, speaking is required. Level III French (Good Working Knowledge) writing, reading, speaking is required. Level II Arabic (Limited Knowledge) writing, reading, speaking is required. Language skills may be tested. 
Skills and Abilities:  Must exercise tact in dealings with customers and American personnel and their spouses about scheduling and communicating the status of shipments. Strong customer service skills to deal effectively with unhappy customers and those with unreasonable expectations. Judgment to involve supervisors when needed. Must have knowledge of basic mathematics. Basic keyboard and Microsoft Office (Word, Excel, Outlook) skills. Must have a valid driver’s license
