Summary:

We are currently seeking qualified candidates for Finance and Administration Director positions for anticipated civil society strengthening bids in Central and West Africa.

Director, Finance and Administration

Description: The Finance and Administration Director will support an anticipated USAID-funded project to support civil society strengthening and youth development in Mauritania. The activity will focus on strengthening civil society, youth networks, peacebuilding and improving civic participation to improve democratic governance and peace. The Finance and Administration Director has senior level responsibility for the budget, general finance and administration function/staff at the overall project level. He/she translates the project’s financial strategy into tactical plans, reporting requirements, procedures and processes and ensures the project’s compliance with FHI 360 and USAID procedures, rules and regulations. 

Responsibilities include developing and overseeing financial plans and policies, accounting practices and procedures, and ensuring that the project’s financial and strategic goals are attained. He/she works with all areas of finance to include Contract Billing & Revenue Recognition, Cost & Pricing, Financial Systems, Internal Audit, and Financial Compliance. He/she oversees the final content and distribution of all financial reports for external and internal entities. He/she ensures budget reflects current business operations and adjusts qualitative and quantitative analytics to reflect changing business environment, as needed.  He/she selects, manages, and evaluates personnel to ensure the efficient operation of finance and administration. The position will report to the Country Director. 

Responsibilities:

  • Provides strategic leadership to the budget, finance and administrative staff at the project level.  Sets departmental operational plans, goals and policies;
  • Executes the project’s operational plan and is responsible for the performance and goal achievement of project’s finance, budget, administrative and procurement matters;
  • Works with the COP, the Finance Manager and the Administrative/Procurement Officer  to establish strategic workflow plans.
  • Oversees the project budget; provides oversight of financial management, HR management, monitoring, procurement, and reporting for all project tasks, and must be familiar with and able to perform job duties of lower level positions within this job function;
  • Collaborates with senior leadership on critical and complex aspects of budgetary, financial and administrative reviews and makes operational recommendations;
  • Establishes and maintains sound and transparent accounting and fiscal control procedures for financial, subaward and operations aspects of project;
  • Supervise the finance and administration team (including but not limited to the Finance and HR Manager, the Accountant, the Administrative and Procurement Officer, the Grants manager and the Security/Logistics Coordinator) and ensure their compliant and efficient support to the project’s activities;
  • Ensure compliance with all FHI 360 and USAID financial regulations, preparing and delivering all USAID required audit reports, and ensuring that audit findings and recommendations are properly addressed;
  • Develop, analyze and monitor program budgets; monitor and track obligations and expenditures against budgets;
  • Contributes to the development of high-quality work plans, quarterly and annual reports, financial reports, and any other reports required by USAID;
  • Oversees an extensive portfolio of grants to local organizations.
  • Oversees tasks including preparing project proposals, developing project budgets and evaluating project results; facilitating the grant selection process; monitoring and reporting on grant activities; and providing technical assistance and training to grant recipients)Organizes and work with program/grant staff to establish a grants management system;
  • Contribute to the development of Request for Applications for NGOs/CSOs and the pre-award process to ensure that the finance part of it is aligned;
  • Any other duties as assigned.
Profil recherché pour le poste : Director of Finance and Administration
  • Master’s Degree or its International Equivalent, in business administration, finance, accounting, international development, or a related field

Experience, knowledge and skills:

  • 7+ years related work experience; 6 years managing a finance department is required;
  • Must be able to read, write and speak fluent French; fluent in English
  •  Experience working in a Non-governmental organization (NGO) preferred. Experience working with a global, international organization preferred.
  • Certified Public Accountant (CPA) designation preferred.
  • At least five years of experience with grants project management;
  • Demonstrated ability to create and maintain effective working relations with NGO partners, community-based organizations and international donor agencies;
  • Extensive knowledge of accounting principles and USAID rules and regulations is strongly preferred.
